Risk Mapping is essential to subsidize public polices, in order to control and reduce natural disasters. The development of techniques and more efficient monitoring methods to predicting these events helped to achieve it. The large amount of information and parameters required for modeling and mapping risk areas presupposes the existence of a geospatial database. For this reason, the use of a Geographic Information System (GIS) play an important role to integrate specialists from different areas to map, visualize and perform spatial analysis. These analyzes are carried out at different scales and with different levels of abstraction, depending on the nature of the phenomena and the users' needs. This work is an integral part of the research project aimed at the representation and three-dimensional modeling of geospatial data, based on the different users needs, to support the mapping of risk areas subject to flooding processes and mass movements in the northeast region of Rio Grande do Sul. The aim is to define which categories of features of the topographic mapping should compose the geospatial data base to fulfill users' needs, that is, of the researchers in areas related as: meteorology, geotechnics, geography and geology. The study area for this research development encompasses the Taquari-Antas, Sinos and Maquiné river basins. The methodology adopted covers the steps of interviews with users; analysis and systematization of interview results; inventory of available data; analysis and selection of these data; conceptual modeling of GIS and structuring of data files; and definition of norms and standards for data and metadata. This work is in its initial phase and presents, as preliminary results, analyzes of the research done with the users. The set of features that will make up the database is, for the most part, common to all users. However, the scales, degree of detail, temporality and spatial resolution are different. From these analyzes will be made the inventory of all available data of the study area and the conceptual modeling of the system for storage, representation and availability of the geospatial.
