Resumo
ABSTRACT, Water scarcity is a global crisis, and the case of Fortaleza, Brazil highlights the need for innovative solutions. The work examines the city's vulnerability to scarcity due to its semi-arid climate, erratic rainfall patterns, and increasing demands driven by urbanization. These challenges, along with social disparities, threaten public health, economic stability, and environmental integrity. The proposed Implementation of the Safe Clean Water Program in Fortaleza aims to address these issues through integrated stormwater management, promoting aquifer recharge, pollution mitigation, and improved water quality. The proposed program also emphasizes community engagement and ownership. The dissertation contributes to the global conversation on sustainable water management practices by emphasizing resilience, social equity, economic vitality, and environmental preservation. The insights from the County of Los Angeles' experience with their Safe Clean Water program could serve as a blueprint for Fortaleza. It emphasizes the urgency of addressing water scarcity comprehensively and highlights the potential of community engagement and innovative urban planning in creating a more sustainable and secure water future for cities facing similar challenges.
