Implementation of the Water Resources Information System in the State of Goiás, Brazil (SiRHGO): developing knowledge and trust for implementing IWRM

Resumo
Brazil's National Water Resources Policy emphasizes decentralized and participatory water management as one of its main principles. The governance and decision-making framework of the national water resources management system is composed of institutions and collegiate bodies, such as Councils and River Basin Committees composed by government agencies, representatives of water users and civil society. In this context, it is essential to address training, capacity building and parity in the level of information available to all, in order to qualify the debate, not only among the members of the system, but to society as a whole. Thus, the water resources policy defines the Water Resources Information System as one of its five instruments. The main objective of this system is to provide data and information on the qualitative and quantitative situation of water resources in the territory, supporting planning and management processes. In this sense, the State Secretariat for the Environment and Sustainable Development of Goiás (SEMAD/GO), acting as the water resources management agency, just launched, in the World Water Day 2024, the Goiás State Water Resources Information System (SiRHGO). This system was developed in Power BI and currently has 21 thematic and interactive panels, all of which are free to access in internet (https://portal.meioambiente.go.gov.br/transparencia-web/sirhgo). Less than 3 months after its launch, the SiRHGO registered more than 10 thousand accesses, including accesses from other countries. Among the results observed from the implementation of SiRHGO, we can also mention: the qualification of entrepreneurs' projects in the State, which now consider in their decision-making process, in a simpler, transparent and direct way, data and information from official data used by the water management agency; technical guidance for requesting and analyzing water permit processes; monitoring by the press, entrepreneurs, sectors, users, managers and all the society, of the water situation in critical basins in real time; transparency regarding inspection processes and risk areas related to dam management and safety; the mobilization of water users who are operating their systems without a permit to use water, bringing them into the system; and others. Considering all that, even with a very short lifetime, SIRHGO is already consolidated as an important water management instrument implemented, representing one of the main advances for the adequate management of water in the State of Goiás, bringing trust to the water resources system and it can be considered as a reference for other states and regions of the world.
