Development of a consistent georeferenced hydrological database to support IWRM in the State of Goiás, Brazil

For implementing Integrated Water Resources Management (IWRM), it is extremely relevant to have adequate data and information to support decision-making processes. In this sense, the objective of this work was to develop a new georeferenced hydrological database to support the IWRM in the State of Goiás, Brazil. The motivation for this work comes from the identification of inconsistencies and errors in the database that was being used, the Ottocoded Hydrographic Base of the National Water and Sanitation Agency (ANA) ? OHB ANA version 6, when analyzing the processes of water permits and water allocation in critical basins in the State of Goiás. Using data from the National Hydrometric Network (RHN), the historical streamflow data series of 68 gauging stations located in the territory of Goiás or close to its limits were selected and analyzed. In the case of Goiás, the reference streamflow for giving water permits is the Q95%, and it is possible to share up to 80% of this value to water users in each river basin or a segment of a basin. For each station, specific q95% streamflow data were calculated, that means, the Q95% streamflow rate divided by the area, on a monthly and annual scale. Subsequently, using Python programming, an automated system was developed for the sequential sum of the incremental flow of each section upstream of a given point in the water body, on a monthly and annual scale. Through this procedure, we generate a georeferenced database with the water availability that can be granted for the entire state, called OHB SEMAD/GO version 1. The results show that, for the month with the lowest streamflow and critical in relation to water availability, in this case, the month of September, the new base reduced errors of up to 10% at 15 stations, from 10% to 50% at 27 stations, from 50% to 100% at 7 stations, and above 100% at 11 stations. It is noteworthy that these errors were propagated throughout their respective basins. Considering all that, SEMAD/GO is now officially adopting this new georeferenced hydrological database to support IWRM in the State of Goiás.
