Resumo

Flash flood disaster is one of the deadliest natural disasters, and flash flood warning is taken as an effective means to prevent flash flood disasters. To optimize the issuing of flash flood warnings, it is necessary to identify the threshold of issuing flash flood warnings, thereby determining whether they will be issued or not. If it has been decided to issue the flash flood warnings, the times of issuing the flash flood warnings should be identified. This paper focuses on the three key issues of "how to simulate the warning responses, whether to issue the flash flood warnings, and how to issue the flash flood warnings" by carrying out the simulation of the response processes of flash flood warning and the improvement of its effectiveness.
