Resumo

Urban flash floods are becoming increasingly frequent in Brazilian cities, rapidly developing with devastating effects on the environment, high material and financial losses and risk of human losses, mainly due to increased vulnerability caused by the disorderly occupation of improper areas. From this scenario, the better understanding of the factors that cause the urban flash floods has fundamental importance. One of these factors is the meteorological from the knowledge of intense rainfall, expressed mainly by the intensity-duration-frequency (IDF) relationships. Considering that IDF relations are extremely used for planning and design of urban drainage systems, the aim of this paper was to elaborate an analysis of the application of IDF relations to identify events with potential for the development of hydrological disasters in the city of Bauru/SP, that often suffers from these events. A platform for historical data analysis and real-time monitoring (IDFAdmin) was developed to validate the proposed methodology. Together with other hydrological factors, the results showed that this methodology allows identifying adverse situations in the studied city, either in scenarios of heavy rainfall with low recurrence and high return periods, or in those with high recurrence and low return periods. This methodology also introduces a proposal for the differentiation of problems in urban drainage infrastructure regarding natural disasters. The efficiency of the applied methodology provides subsidies and motivates its expansion to other Brazilian cities, including in order assisting cities in the adequacy of their urban drainage systems.
